85 johnson 25...low rpm rev limiter?

Ran my boat all day yesterday with no problems. Burned about 5 gallons of fuel through it. on the way back to the boatramp after hanging out at the island, it was acting very funny. when i started to get underway, the motor would surge and act like it was bouncing off of a rev limiter, but it would do it at not even half throttle. If I turn the motor off then immediately turn it back on it would stop for a minute or two. I have experienced this before when the waterpump was going bad and the engine would overheat. but that is not the case now. is there some sensor that could be going bad?

I don't believe the '85 models have any of the rev limiter and slow mode stuff. THere's lots of things it could be, but I'm suspecting you're getting intermittent spark on one cylinder. COuld be a bad coil or powerpack. Does pumping the primer bulb on the fuel line have any effect. If so, you could have fuel pump or fuel filter, fuel line, or tank vent problems.
Spark check, fuel flow check, are in order.
