Mine was caused by a livewell timer switch that went bad. For some reason when they wired the boat they wired the livewell timer to the constant hot instead of the Power switch. It was drawing too much power because of the short, and it was starving the rest of the boats power.
It could be anything at this point. I would start with testing the horn itself.
Does your engine have a VRO? If so you can try unplugging it to see if the horn still sounds when you turn the key.
Maybe running lights, stereo, fuel sensor. It's really a process of elimination, and it's better to invest in a good Greenlee Multi-Meter for $20, and spend some time on it than for a boat dealer to look at it and charge you $60 an hour. Whenever you find it you will say ..... "I can't believe it was that!", and if you pay a dealer to do it you will feel robbed for paying him unGodly amounts of money to troubleshoot the electrical system for what might end up being a $15 part.
If you could give me a list of your electrical items on the boat I could look up a wiring diagram, and see if I can help you troubleshoot it.
