84 mercury classic fifty

Hi,
I have a 84 mercury classic 50hp. I pump the fuel plunger to start it and I keep getting fuel coming out of the top carb jet. I've tried adjusting it but it doesn't change anything. I've pulled the carb and cleaned it. Any idea on what it could be?

If it were mine? buy a complete rebuild carb kits. might as well rebuild fuel pump. then you should be good for another 10 or so years.???
