'84 Evinrude 90 HP not shutting down, black/yellow wire questions.

Hello, I have an '84 Evinrude 90HP V-4 that won't shut off with the key switch. Searches here have turned up information on a black an yellow wire that grounds out the ignition system. Could someone please elaborate on this system? Where does this wire originate and terminate? I assume it should have a good path to ground somewhere when the key switch is off, but I can't seem to find the wire at all. Any help would be appreciated, thanks!

No proablem Warden....the Black/w/yellow stripe originates at the power packs. The wire goes to the ignition switch. When the ignition switch is turned to off, it shorts the black/yellow wire to ground...the black wire on the ignition switch.
