84 Evinrude 70 HP tight steering

Evening,

I recently purchased a boat with an 84 evinrude, the steering is very tight. I took a look at the rod and it appears to be greased pretty good and now I am wondering if perhaps it is the cable coming from steering column?

Any suggestions would be great!:

Disconnect the steering system from the motor and you can find out what is tight, then take appropriate action.
