ok first understand, there's no correlation between how it runs on the muffs and how it will run in the water. When the prop's submerged, there's backpressure on the underwater exhaust.

2nd, the difference between cold start and warm start procedure.
Cold start:
1. Squeeze primer bulb until firm.
2. Open the tank vent.
3. Lift hi-idle lever full up.
4. Turn the key to "on" while simultaneously pushing it in (to prime). Hold it in for 5 or 7 seconds.
5. Keep holding the key in while turning it over to "start."
6. Release the key when the motor starts (it might take 3 or 5 rotations), and pull the hi-idle lever back to where it's just enough to keep it running. If it starts to die out, punching the choke usually keeps it going. Give her a few minutes to warm up.

Warm start:
1. Turn the key to "start" and release.
