83 Johnson 90 HP power tilt unit TRIM CYLINDERS

Are the trim cylinders supposed to raise one at a time or together? I assume together. If not is that a bleeding issue? I got my power trim unit working, but the trim cylinders raise one at a time. The left trim, next to the power/trim motor, raises first.

The trim rams may extend/retract at different rates due to friction. When there's a load on them (weight of motor), they'll work together. Are you bench testing?

Not bench testing. The let trim ram goes up first till it engages the motor, then the right goes up and when it engages the motor they lift the engine and then the lift raises the motor. Than you. Now to finish painting the engine and ....................
