83 Johnson 90 HP power tilt unit lift cylinder dose not move

I got it out. Rebuilt the cylinders, painted it and reinstalled it.
The trim cylinders go up and down, but the lift cylinder dose not move. New oil. Bled the crap out of it. No leaks. Release screw tight. Tried without the lift safety switch connected. I installed the piston head with the small holes up and the springs down.

Got it working off the boat. Retaining ring on the bleeder screw was broken and preventing a tight seal. Lift works. The tim pistons go up one at a time. I assume once back, on the boat under load they will work together.
