83 Evinrude 35hr shift rod problem

I was trying to change the water pump on my new to me evinrude, and I mistakenly removed the little screw at the bottom that is right next to the oil drain.
I can wiggle around the piece inside until I can get the screw back in, but something is wrong. it feels like it is binding and wont shift.

Do I have to take the housing apart to re align something?
Any help would be appreciated.

It sounds like you did not get the pin part of the screw in the right place. Try laying the motor on its side with the pivot screw facing up, remove the screw and with a flashlight look in the hole and see if you can take an ice pick or an awl and move the shift lever back into place where you can get the pin back in.
If that fails, you are most likely going to have to disassemble the lower unit.
