83 60hp evinrude runs great without the cover on

60hp 2cyl. short shaft runs great without the top cover on from idle to wot. As soon as the cover is in place it will run for 2-10 seconds or so and stall out. Will not start back up with cover on. Take it off and you need to barely turn the key and it is purring away again. Motor was totally rewired over winter and has great compression both cylinders. Any ideas?

sounds like an exhaust leak. check the exhaust cover and gasket for leaks.

Is the cover pinching any plug wires when you put it on ??
