82 Mariner 60 hp 2 outboard top cylinder on idle then on both once it builds RPM

Hello everyone. I have read so many good posts on this forum that I had to join! I hate to start out my first post with an engine problem but.... lol. I recently purchased a 1982 Bass Attacker with a 60 hp mariner on the transom. Boat is in good condition but I am having some strange problems with the motor. I must admit that I am a bit ignorant of outboard 2 stroke engines. I grew up building engines for automobiles and race cars but this is a bit different! Ok, It fires up and runs rough and smokes quite a bit like the plugs are fowled. Plugs are good and new. I can take the bottom spark plug wire off and it doesnt change the way it runs. Take off the top and it dies immediately. Both coils are putting out plenty of juice. I take off and it sputters and kicks and runs like crap until it builds a little rpm then like a light switch the bottom cylinder comes in and it runs like a champ as long as you keep the hammer down. once slowing down and it gets to a slower rpm it acts like i just turned the bottom cylinder off again. I noticed that when taking it out of the water, it is milky oily coming out of the exhaust through the prop. Its passing the undoubtedly unburned fuel out the exhaust. I have also cleaned and rebuilt the carbs and it made no difference. I was thinking fuel problem and run the best recommended 2 stroke oil from the dealer and 93 octane ethanol free gas mixture of 50:1. Has anyone ran into this problem and can give me another direction to look so I am not spending hundreds on parts that it doesnt need? Thank you so much in advance. Pulling my hair out on this. lol

Thank you Faztbullet I checked compression first thing as is a rule of thumb that I do on any engine. Both cylinders checked out @ 121 on gauge. I noticed that I can keep squeezing the fuel bubble and fuel pours out of the bottom carb. Needle and seat problem I'm leaning towards. I am going to pull carbs and check to see if maybe a bit of dirt is in the seat.
