81 Mercruiser 165 6 cyl with Rochester 2 bar carb

I am new to rebuilding carbs. When setting the auto choke spring should it have tension while opening the choke or when closing the choke.

Reason I am asking is because when I start the engine, choke is closed and will not open on its own. I have to hold the choke open after starting. Thanks
