81 70hp johnson 2 stroke help

i have 70hp johnson out board that i bought on a 15 ft bass boat i was suposed to be scored i pulled the head it was not scored put a new head gasket on it put it back together ran a compresion it had 130psi per cylinder with 5 pounds of each other pulled spark0 had a cylinder with no spark put a new coil on it and that fixed that put it on the water no power at all would not go above 2500 rpm so i had the carbs rebuilt and know when i put it on the water it idles fine and will accelerate but you have to easy into it realy slow or it will bog down and die it also will not go over 4800 rmp at full throttle i was told it should run at 5500 also has new pulgs new fuel lines and clean fresh fuel mixed 50to1

If your getting good spark to all the cylinders and you rebuilt the carbs it probaly needs to be link and synced and maybe timed. Thats a fine motor you have, you should go to ebay and try to find the omc manual for that. I bought one for my 1991-70hp evinrude for 25 bucks there.
