80hp evinrude sticky throttle

I have an older model (unsure of the exact year) 70hp evinrude. After my last trip on the lake I noticed it was idling high in neutral. Took me a while to notice what was going on.... but after some watching I noticed after I would take it out of gear or choked it, it would still have some throttle. So I disassembled the arms and whatnot,, gave them a good cleaning and reapplied lube, still having the issue..... tried tighten the throttle cable, unsuccessful.
I broke down the control box and noticed little movement when playing with the choke. Before I buy a 200 control. I figured I should go here for advice.

Is it 80 HP or 1980 model ?-----Model # is ?----Without pictures it is hard to tell.----But inspect throttle cable.----Doubt you have to replace control box for a simple issue.----Inspected flywheel key ?

I blew out the cables and sprayed WD 40 in it, that and cleaned the arms again deeper. That worked for me. Thanks!
