8 9.9 or 15 hp

Guys I'm looking at a 2 stroke mid 90's 2 cylinder kicker. The seller can't find the id tags , they may be gone. Are there any other ways to find out what hp it is?
I'm looking for the 15 and need to figure it out if I can't get the id tag info

Your biggest concern should be WHY the seller "can't find the ID tags" since they're put on where they rarely if ever come off on their own. Usually there is a reason, particularly if it's for sale cheap. You would be well advised to locate another motor. If there's a Welch plug on the block, the number on it is the serial number which can be used to determine the hp and such. I'm also thinking that at the base of the block, sometimes they stamp the serial number as well--can't remember about the particular motor in question.

My thoughts exactly. It might be a stolen motor. I'm not interested anymore.
