79 johnson 150hp trim and tilt relays overheating

I have a 150hp Johnson from 1979 my trim up relay overheats and melts the trim down relay seems to be fine check on my powers and grounds replace my connections and my switch. I open both relays and I can manually make them work but when I use the switch only the down relay works properly and then up relay will spark and sputter and doesn't contact well somebody please help me with this electrical nightmare.
