Ive got a 79 evinrude that i cant get to turn over the batteries have a full charge, and it's was turning over fine just a month ago so it lead me to believe that either the starter or the starter solenoid is bad. The solenoid was changed at the end of the summer and it seems kind of quick for it to have screwed up. I included a picture of the starter because i noticed the gear that turns the fly wheel is in contact with the fly wheel with the key off.
Is this an indication that the starter is gone or is that how its supposed to be? Any help is greatly appreciated
Thanks,

I think you have 2 different issues here. First lube the starter under the starter gear with some light weight oil like a 3in1, the gear is stuck up by the looks of it. Then check your cables and connections (grounds as well) for corrosion and check to see if everything is tight. If it still doesn't want to turn over fast enough try jumping the starter directly from a battery with nothing connected, if it still won't turn over fast enough chances are the starter is bad.

Thanks,

Starter gear should not be in contact with the flywheel gear with the keyoff...

Looks like the starter's bendix unit is stuck in the extended / engaged position... So it's time for a rebuild or replacement...

You can take the starter in and have it rebuilt by a starter shop, what model motor are we talking about?

I have noticed that these bendix systems sometimes do not spin back down. Lubricate the spindle. Leave the ignition off and take a pair of jumper leads and go directly across the starter motor.
It should turn the motor over albeit feebly. That will indicate that the starter motor may be OK and you have bad battery cables, corroded terminals at the motor connections or the starter motor, or a bad solenoid.
If the solenoid clicks then it still could be a bad solenoid. Clean all the connections and try again. These problems are common. Mixing water and electrical components is the issue.
