79 evinrude 85 hp Water seems to be a NO HELP ME!!!!!

have a 1979 85 horses. when the muffs are on it seems to run but in the water it doesnt seem to pull in the water. The carbs have been replaced but no luck. can anyone help me

When was the impeller last replaced, soaked?

not sure but i will look into it. been doing some research and that has come up alot of the time in conversation.<br /><br /> thank you
