78 johnson overheating

New here and looking for help. Outboard has new waterpump (installed by a pro not myself) but is not getting water though powerhead . Pro has taken apart 4 times and is baffled why no water out. Any help i think pro is going to give up.

Has he taken the water jacket cover off and taken a look inside? Just a guess never had such a problem.

The model 35hp seahorse. More info he has also put in new gaskets. Hope this make sense to you say has water to plate but not though powerhead and out weep holes. thanks for any info.
