Use the manual release valve and raise the mtr to full tilt. Then check the fluid level in the reservoir and fill. Close the manual release valve and if it works cycle it up and down 5 times and the recheck level.

Where is the manual release valve? And what kind of fluid does it take?

It's a slotted screw on the starboard side of the t/t unit. Don't open more than 2 turns. You can use power tilt and trim fluid or Dextron 3 ATF.

Chris,
Mine was acting up, motor would raise, but not lower. So I raised the motor all the way up, put the motor supports down, pulled out the manual release screw, drained and replaced the fluid with Dextron 3 ATF, had to help it move up and down a couple of times with the manual release screw. Works like new now.
