78 Johnson 115 V4 running issue

Been having fuel issues for a while, slowly narrowing it down. Possible fuel pump issue, pump is new, but on closer inspection the vacuum hole for no.3 cylinder is quite dirty and I am able to shine a light and see the entire way to the reed. Is there supposed to be a device to regulate flow, or is the hole meant to be that large?

The pump operates with a PRESSURE pulse from the #3 or the # 4 crankcase.---No device in that hole.------The crossflow motors all suffer from BROKEN piston rings.-----Post your actual cylinder compression values.----If those are around 120 PSI or better check for spark jumping a gap of at least 3/8" on each lead.

Compression is 125 psi on all cylinders except no.1 which is 120. Will need to verify gap.
