check your lower unit oil, if it is milkshake like that, you are one the right track. you need to pressure test it to find where is is leaking.

Check the gear oil to be sure, but that is probably not what you are seeing. I suspect it is unburned gas/oil emulsified in water. Not unusual and not to worry about. Expecially in cold weather as I suspect it is.

Did you by chance just fire her up after storing it with fogging oil??

Looks pretty much like my 1972 18hp Evinrude in the spring when I fire it up in the driveway with the muffs. Milkshake all over my driveway!:D Pretty typical of the older 2-cycles.

yes it was fogged in the fall when i put it away

My bet is what you are seeing is residual fogging oil. Check the lower unit oil just in case to be sure....make sure it's not "milky!" Wipe down the excess then run the motor to clear it out.

Time for a rebuild. Even not replacing the plug washers is not the problem since you didn't even put the motor in the water.

I was hoping that you were seeing fogging oil, but this is obviously not the case!

Replace the seals...there is no "rebuild" option for seals...once they're gone, they're gone! You could drop the LU and do a pressure test to see which is leaking and replace that one...but others would probably fail soon after. Buy a LU rebuild kit that contains all the seals needed.
