78 25 hp kicking out of gear

i have a 25hp evinrude that kicks out of gear with a load on it ,so i took the cables off the motor and it still dose the same thing .could this be the clucth in the lower unit ,how hard is it to change .the cable are bad just got the motor it was like this hoping that it was just the cables .any ideas ??????

You can check if it's the cable by disconnecting the cable at the motor and shifting it by hand. If it still pops out, then it's likely the lower end. If it doesn't, then it's the cable adjustment.

yes i took the cables off and it still dose it;i am wondering what in the lower unit is bad the clucth dogs ? 78 is a hard yr to find a lower unit so i might try to rebuild it ,but not sure what i am looking for .gears look good?
