'77 & '79 Lower Units

Can 1977 and 1979 25hp Johnson lower units be interchanged? They look awful similar to me, but many parts say "1978 and newer", seeming to indicate that there may be something that changed in 1978. I'm needing to replace the foot, not the entire lower unit housing.

The model I have is 25R77S electric start. Thanks.
