76 johnson 85 water pump install problem

There is a seal in the water pump kit that doesnt seem to seal. the part is #84 it seals around the shaft but where it sits in the housing there is a 1/8" gap all the way around the seal. there is a plate that sits on top of the pump, which i dont have as of yet, does it hold the seal down? there is a grommet that sits on top of that. It would seem that as soon as the pressure comes up the water would blow past the outide of the seal and push the grommet up the shaft.

It does kind of seem like it would, push the grommet out of the way, but the impeller fits tight enough between the upper & lower pressure plates (#75 & 101) to contain the water pressure.
