76 55hp carb question

I rebuilt my carbs using a carb kit and noticed one carb has a stationary tube that goes vertically thru the carb. On one carb the tube does not move and on the other carb it does move up and down. My question is: is it suppose to move or is it suppose to be stationary. The manual doesnt actually address this issue and the Bombardier website doesnt even show a diagram that I saw showing this tube nor did I see it addressing it. If I need to post a pic I will later but I am hoping someone much smarter then me will know what I mean. One end of the tube is in the center of the float bowl the other end is in the neck of the carb I am assuming it is brass.

you have a broken pick up tube, it sucks fuel out of the bowl, into the low speed area and into the barrel for high speed. technically it is 2 tubes, one inside the other. you need to replace the carb.

Thank you. That problem being solved on the other carb I am getting gas thru the pick up tube into the barrel that is just a steady drip. I checked the floats and when I blew air into it with the float closed it held. I am assuming it is some sort of float problem or could that one be broken too ?? When I pump the bulb it just overflows in there amazingly enough it idles like a dream it just dies under load.
