Although stored in down position and as much water as possible was drained, this motor wont start if the temps are below freezing. As soon as it's over 34/35 degrees, it turn right over. Battery is actually bigger then I need. Any ideas why it wont even turn over and beyond that when I put a wrench on the flywheel I can't even budge it till it thaws.

Im assuming you have checked the lower unit oil to ensure it does not have water intrusion, and is freezing?

I'm with HighTrim; you most likely either have frozen water in the gearcase or a frozen water pump.
