75hp Mariner Spun Hub and More?

So I suspect I have a spun hub (the typical runs fine at low rpm but revs high w/o any propulsion when I try to take off). When I put the boat back in the garage I started looking around and found the following to seem a little odd. Please see the attached pictures. One is of a broken cable, not sure what that does (Green in photos). Should I just pull that bolt out and crimp on a new connector? The other is some seals that apprear to be "loose" or "worn". There is a lot of daylight between and I'm not so sure it seems right (blue in photos). The other is a shaft that seems to be rather exposed (red in photos). Maybe these are all irrelevant but I just figured I'd post and see what the experts say! Also while in the garage while I was looking at this stuff, I noticed the smell of what I believe to be wire insulation. There was a pretty decent amount of smoke coming out from underneath by the battery and one of the "tackle areas/compartments". Needless to say I disconnected the battery and am trying to figure that issue out now. Any possible relation between all these issues or did I get blessed a bunch of different issues at once?! Please and thanks in advance guys.

The cable appears to be a grounding strap, but that's a guess, The rod going into the LU is probably part of your reverse lock mechanism. The seals are probably grease seals for your pivot. It does sound like you have a spun prop so put a mark on the prop and a corresponding mark on the shaft. Run the motor in gear in the water for a few minutes to see if the marks no longer line up. That will tell you about your hub.
