For one thing running on the muffs and in gear , means that the motor is still really in neutral.------Simply put the prop does not have to do any work just like it is in neutral !!--------Start with a compression test.----Then look for strong spark on each plug lead.----Spark MUST jump a gap of 3/8" or more.

What racerone posted. Then you have to get in it in the water/lake to make fine adjustment to the idle. Rpm at idle I think is 700/800 while in forward gear. someone will chime in if I'm wrong.

Yes on the 800...Idle timing controls idle speed...also need to check idle mixture screws to make sure carbs are balance.... Before all of this I would do the lync and sync to make sure throttle plates are closed and the necessary gap between the roller and throttle bracket are met...Trigger has to start moving before the carbs start to open....There are many things to do after the compression and spark test....
