73 Searay srv 220 cuddy Whats this valve?

Hey all. I have a searay 22 ft cuddy. in the engine compartment there is a valve coming out the floor, there is an opening under the boat. appears to be leaking around the bottom opening, 2 of the 3 screws are missing. WHAT is the purpose of this valve?
whats the best way to repairthis leak.

Ayuh,... Got a Picture,..??

To fix it, remove it, 'n rebed it in compound, 'n put All the screws back in....
