71 evinrude 9.5 trouble amateur

Completely stumped, amateur, rebuilt card, trying to set points, every time I get them set and tighten down, throttle will not move. It's not the cam screws (flat head ) , it's the Phillips screws that holds hole assembly. The brass ring. I'd have to look at what it's called again. But it's what the stator bolts to. Rebuilding for a buddy, with a lemon evinrude (fuelpump) on my dime. And failing here. Any help would be great appreciate.
Guy/ amateur. But refuse to give up.

I fail to see the relationship between the points screws and the armature plate mounting screws. But when it locks up, is that with the flywheel on or off? If on, the coils may be dragging on the flywheel magnets. If flywheel off, perhaps the brass mounting ring is bent??

Thank you, it doesn't appear to be bent, it's actually the Phillips screws for the plate itself, and with flywheel off.. when he gave me the moto. To repair, he said it ran, however the fly wheel had ben torqued down with out the flywheel washer. I'm wondering if it was damaged, by the compression fit to far down (flywheel )?. The assembly rotates now but didn't, I pickled it. Let me try another photo. Thank you so much for your help, I'm kinda stuck here, literally.
Amateur Cadet also how do I create a photo album? It keeps telling me 1 photo and file is to big???

Is the point mounting screw going too far through the plate and hitting something underneath?

Perhaps! !. It has to be tight correct? I'm not feeling real brilliant about now if you say no, and I do have the manual, a general J/E. 70s Clymer.

I'm going to pull the exploded views and look, Perhaps the previous mech. Left washers off these screws also as well as the large flywheel washer. Thanks so much for the tip!!!!

Agreed but... direct hit with that fish Admiral, he replaced the lock washers with O rings. Thank you so much. I'll correct the problem and move on now finally. I'm sure I'll have more questions. But iboats rocks!!.

It didn't work, apparently screws are to long.only thing I guess it can be. But there machined with a neck. They look correct on exploded view?

So you are saying the attachment screw is a stepped screw. Okay, if the thread portion is still going too far through, you can put a flat washer under the stepped portion and add clearance below. And that would set the points with a little clearance as well. Look for such a flat washer in the exploded view.

Also, take a picture or three of your setup without the flywheel installed for us to see. There could be another reason that we can see and tell you about. JMHO
