70hp 3cyc. evinrude only runs tilted up

Thinking it may be floats just rebuilt engine and carbs looked clean ran for 15 to 20 mins and died I think I had the ele. fuel primer open closed it and now it will only run when tilted up any help?

Sounds like float level is adjusted too low on one or more carbs. Does it run indefinitely while tilted? Float level should be adjusted parallel with the carb body while holding upside down. Could be draining the bowls too fast when motor is not tilted, but when you tilt it up it is allowing enough fuel to stay in the bowls to run.
