70 hp running wide open

I just took off my 3 carbs and cleaned them all up and put them back on. I also replaced all gas lines
Spark plugs and rebuild the fuel pump. Now when I start the engine it goes straight to running wide open
With all three carb butterflies in the horizontal position.....any help would be great

What year is the motor?
Speaking generically;Are the butterflies closed before you start it?Is the fast idle cam activated?
Is there a return spring that may be assembled wrong?Are the carbs not connected to the linkage allowing the intake to pull the butterflies open?Perhaps a vacuum line, if any, that was not assembled right?
With the motor off and in forward do the butterflies react to the remote when you advance the throttle both opening and closing?
It appears there is a coiled spring on the throttle shaft I assume it is a return spring that should close the butterfly.

what was the problem with it running wide open when you start it mine is doing the same thing done checked vaccum and the linkage everything is right

not to be funny funny but something is not right if ur running wide open at start up
