Last season I replace my water pump only to find out the Tell Tail line was plugged!

With the ears on, and running, ream the tell tail hole with a wire. You may have to pull the end to really clean it good. Algae and crud can plug it up pretty good.

I have had mud clog up my tell tail, try cleaning it and check your motor to make sure it is not overheating. A paper clip works good for poking it in the tell tail.

Its normal not to have water coming out the exhaust reliefs under these conditions (thermostat closed).....however, if there was none from the telltale check its plumbing for blockages.
