7.5 HP Merc starts but fades/fizzles out in seconds

Hello, First post here. A few months ago my father and I purchased a 7.5 HP Mercury motor to move our little aluminum fishing boat around the lake. It came with a couple problems but the main one is that once it starts, sometimes it weakens and then shuts off. We brought it back to the mechanic we bought it from, he rebuilt the carburetor right infront of us and it worked like a dream for a while.. Then we got caught in a storm with decent waves and wind. The motor got us out of the storm, but when I went for a solo run the next day.. the motor problem returned. The motor would start but won't run for more than 5-10 seconds.

Attempting to troubleshoot with my dad, we rigged it to a large sturdy trash bin filled with water and tested it. We don't believe there is any problem with the gas line / gas flow. We swapped a fresh fuel mixture in as well with similar results. However, we discovered that if we held the throttle handle to maximum acceleration and kept holding it there, the motor would continue running... but as soon as we take our hand off the throttle, the motor weakens and shuts off.

Any help figuring out or repairing this problem is greatly appreciated. We will likely take it back to the mechanic as a last resort but we are now outside his "I'll fix it" grace period of 30 days. I don't know what year our 7.5 HP motor is, but the serial number appears as: "2531060" I think it's from the 70s'.

Did the mechanic install new gaskets for the fuel pump?
