7.5 hp Evinrude exhaust cover bolts

Removed the exhaust cover from an 82 7.5 hp Evinrude to fix a water pumping problem. I noticed two of the bolts are shorter than the other four. Correct installation location? The center two?

old one,<br /><br />Not sure, when I run into this dilema, I stick a toothpick up into the bolt holes to see which ones are deeper.

Thanks for the advice. With the exhaust cover on I will try the depth measurement.
