6HP Tohatsu Pops and smokes on start up

Can any of you help me diagnose a problem with a new Tohatsu 6HP outboard

After adding fuel (marine) the engine will make a

POP a pa, POP a pa, POP a pa sound and drift to the left before dying. White smoke will also come out of the engine.

Ive taken it to the local dealer and he reports nothing wrong.

In fact, after bringing it back from the dealer, the motor ran great for a week, until I had to add fuel.

Then the next time I started it up, the engine repeated the problem.

Can anyone help me diagnose the problem.

Does it stop after the first start up, or does it do it the entire tank of fuel?
