'66 100hp elec shift -=- only have nutrual for some reason

so my friend purchased this boat, and it runs great, however the lower unit is in nutural. and obviously isnt responcive to shifting. after looking into it, it seems like it should be in fwd if the system isnt working, correct? with engine running or not, the prop shaft spins freely. we did have the lower unit off, (yes we disconnected the leads at the knife connections) and went as far as taking the prop shaft out. the gears look great, not even any nics or chips, like they are brand new... but still unable to understand why its not locking into fwd gear... if neither solinoid/coil is powered. any help would be much appriciated as i dont have much knowlege of these older hydro/elec drives.

You don't have a hydro-electric shift, your lower unit does not use a pump and solenoids to shift. Your lower unit uses coils and springs to shift, it does not default to forward.
Start by checking the voltage on the blue and green wires that go down to the lower unit. In forward you should have voltage on the green wire only. In neutral there should not be voltage on either wire. In reverse you should have voltage on the blue wire only. If all the voltages check out properly your shift switch is working properly and the problem is in either the wires going down to the lower unit or in the lower unit itself.

Confirming what Daviet said: the 1966 100hp is an electramatic, not a hydro-electric. Green=FWD, Blue=REV, None=Neutral, Both=Busted gearcase

ok. well we took the lower unit off. and dissasimbled. the wires where all messed up all the way down. the sleeve was missing and both bare wires where twisted together right before the connectors at the lower unit. the reverse wire was shaved off by the snap ring. does this mean the coils are no good? and how would i check the springs if they are no good.

If the the little tab on the end of the spring is not broken off and they hold under load they are okay.
