65' evinrude 60hp foulin our #4

I have a 1965 60hp seahorse m#60553e and it keep fouling out #4 it did it most of last year and I just keep replacing or cleaning the plug it runs grate at wot but when i go though the no wake zone my plug always fouls out andy Ideas. and Also I was wondering if thier is any way to get more performance out of the old girl <br /> any help is much apriciated Jon

one other thing would opening up the exhaust have any advantage like if i went with a 2&1/2 pipe comigh out of the exhaust rather than the 1/2 it has now. would that cause any problems ?
