64 650 with 74 850 lower shift problems

I installed a 74 850 bottom end on my 64 650 and all fit well. The marina owner looked them over and said they were a fit. I did have all three positions working FNR but then it was only F all of this prior to getting it in water. I pulled the lower end again and when the cam is in the position to engage the reverse lock the gearcase is in neutral. Is it possible something skipped ? Help.
