63 starflite timing/distributer

hi ive got a 1963 evinrude starflite 75 hp. i found this thing abandoned in a barn for 25 years and managed to rebuild this thing into running condition with my basic motor knowledge. so far i have replaced all gas lines,spark plugs, wires,type c gear oil, filters/and cleaned or replced every wire connection. I put the boat in the first day and the lower unit did not engage. fixed that. the put it in again and it would not run at idle or even well at all so i cleaned the carbs fairly basic and tuned the low idle adjustments and it now runs fairly well in nuetral and very low speeds, how ever it still wont run at higher speeds and juast keeps bogging down. i am getting a black oily mix ont the plugs and fowling them out a bit. i assume that it could only be the distributer/timing of the motor or some people have recently told me that i dont have to run this boat at 24to1 ration that i could run it 32to1 and some have evenly said 50to1 . im unfamiliar with setting a time with this type of distributor moving with the throttle linkage. i dont have money for a manual right now and i feel like im on my last step in rebuilding this motor. any help on how this can be resolved would be greatly appreciated.thanks again mark
