63' 40HP Evinrude, Still Lean Popping, Any suggestions?

Hello eveyone, once again.

Working on a 1963 Evinrude 40 HP Selectric Shift...

A few days ago I found my low speed adjustment needle laying in the bottom of my cowl cover tray. Needless to say , I pulled out all the packing and junk in there, replaced the packing with three washers, then tried to adjust it. The motor is link and synced well. And started the carb adjustment by screwing the needle all the way in until it seated, then backing it off in 1/4 turns. The motor was at operating temp, and I allowed 15-20 seconds for response.

But the damn thing is still lean popping, and if I back it out too far (too rich) then the rpm's just drop rapidly and the motor will eventually die.

Any Suggestions?

Your adjustments will be ineffective if you have other carb problems.

Such as; leaking air where you don't want it to, which will cause a "lean sneeze"..

sounds like you need to rebuild the carbs with a rebuild kit that comes with new float, and proper packing. the adjust the carbs following Joe Reeves instructions in the engine faq forum.
