62' 10HP Lower advise Pic

Hello, I (newbie) have been working on this lower for awhile. It jumps in and out of gear when slightly torqed. Just a quick thump. If I hold the shift lever tightly it will stay in. I have dissasembled this a few times to no avail. I have sealed the unit so the lube is ok, It was leaking before.
I have installed a new prop seal and o ring etc. I have adjusted the shift lever to max forward position.
I have switched the gears around, The gears are chipped but the guy at the marina said he didn't think the chips were causing the problem. It does look a little worn or loose in there. What else could it be? I have been looking for some gears on ebay. This lower has been in salt alot.

Post a pic of the Forward gear facing the teeth. The shifter cogs look okay. The question is the cogs they engage in the forward gear. If those are rounded off, that would be your problem.
