my outboard runs fine initially then starts to lose RPM after a few minutes acts like a cylinder breaks down

Pull each spark plug to try to get a reading on possible problems. Is your fuel tank venting properly?

Welcome to IBoats,

Troubleshoot each ignition coil with a spark tester. If fine try a new set of NGK spark plugs. If the issue continues could be any electrical component intermittently failing, heats up and misses, those cases are the hardest to diagnose properly.
