Hello, My neighbor down the street has an old pontoon boat that the motor has siezed up. It has been froze up for 3 years. No real reason for this accept lack of use. It is still sitting on the boat in the canal here in Florida. The motor is tilted and out of the water. (fresh water, maybe brackish)) He has pulled the 2 plugs and poured oil in and every now and then and takes a ratchet and socket to the flywheel hoping maybe it will move, with the plugs out to relieve any compression but no luck. I told him I would post this and print up any responses I get for him. I might mention he had some starter problems, the starter would not disengage after running. I don't know if this has anything to do with it. He bought a new starter.
Any responses would be appreciated. Thanks, Skyler

First off, motors don't usually just seize up for no reason.

But, just for giggles let's say it did. What kind of oil is he putting in the cylinders? It probably needs some light-weight penetrating oil. MMO, powerblaster, even plain old diesel. Let it set for a few days and try to move it. Might want to take the lower unit off while you're trying this, just to eliminate that from the list of potential problems.

If that fails, it's time to pop the head off and see what's really going on in there.

If it has been frozen for three years, sitting in a Florida canal, don't be expecting any miracles. Even if he gets it broken loose, there is rust and stuff in there. Starting it up with rust in the wrong place could finish it off.

I'd pour in some Marvel Mystery Oil, does a great job of loosening things up. Last option would be P.B. Blaster. If PB doesn't free it up, then there's something mechanical in the way.
