6 HP Merc Question ???

I have a 1986 6HP Merc that I took the lower unit off of and replaced a seal. My question is there is a little C clip that goes on the shift rod. Does this go above or below the plastic water pump base? Also the shift rod height should be 16 1/2". Where excatly do I measure that from? <br /><br />Thanks for the help

I think I figured out the deal with the C-clip. I must go under the pump housing so that the shaft stays in the lower unit. Now I need to find out how to set the shift rod height.
