6 hp Merc 4-cycle fuel issue

I have a 2015 Merc 6 hp 4-cycle motor. It runs rich at low speed and won't idle. Gas comes out of the exhaust. When I disconnect the fuel line, it runs perfectly until it runs out of fuel. Looking for troubleshooting advice.

Fuel pump?
Fuel line or tank issue?

Most likely a problem with the float in the carburetor.

I'm going with RCO, remove the carb remove all the parts and clean and adjust the float.
If you wreck a gasket or suspect something is wrong get a carb rebuild kit.
She's getting gas it's just not correct
