59 Seahorse..... What is This??

The back Scratcher thing as pictured is not present on my 59 Super Seahorse - RDS - 21.Seems to ride in pull start to serve a function.

I think it is connected to the compression relief valve to aid in pull starting.

That is a linkage in the crompression relief system used from 1957 throug 1962 35hp and 40hp engines
