Putting the motor back together that was fairly torn apart when I got it and don't seem to have a couple pieces of the puzzle relating to the manual pull start unit. RDEL-19 model #.

First question: There is a rod that is attached to a locking bar(?) that is attached between the cam/carb and the manual pull starting mechanism housing. My question is about the spring for this part. I think I have most of it there, but don't know where/how the spring gets attached. Any suggestions?

Second: It seems to missing the arm attachment that appears to connect to a compression release(?). Is this part vital to operation of the motor?

I'll attach pics...

See the tab on the starter lockout rod? One end of the spring hooks into that hole. Upper end of spring hooks in a small hole in the recoil starter housing, above.

Yes, your compression relief part is missing. It will work just fine without it, but take a stronger arm to pull it. If you are tough enough to pull it, it will actually start easier without the relief. Otherwise, if you can't pull it, you can't start it---thus the compression relief.

Perfect! Thanks F_R! I did not plan on ever running this motor, but I'm getting pretty close now. As you can see from my other posts, she came with a mangled nub for a flywheel from the previous owner and a bunch unconnected parts. But out of frustration of looking at the cost of a new motor, I started to see what the options were of getting her back up and running. Plus, I just love the look and the history of this classic. Thanks to folks here on the forums, I'm about to start running some tests and start her up.
