58 Fastwin Throttle linkage

I just finished putting new points/coils/wires/upper seal on her. I'm having a problem trying to get the throttle to sync with magneto plate. I took it a part while replacing everything and plus I had to file/sand the screwdriver grooves out of it! It seems that when I loosing the cam it will slide back but then when I tighten it, it pulls right back to where it was, like the plug wires are stopping it from staying back. Thanks for the help.

Is the washer under the screw head? Should be.

Put a small "star" washer between the metal cam and the aluminum armature plate.
